Meet Louisa

Hi! I’m Louisa Conklin, and I’m running for County Council, District 1 in Frederick County in the Democratic primary. I moved to Brunswick with my partner in 2022 and became a proud first time homeowner. We saw the view from the porch on our house tour over Zoom and knew we had found our home.

I’m running to bring relief to my neighbors who can no longer afford their basic needs, to ensure our schools are funded for success, and to stand up to data center developers who seek short term gain at the long-term cost of our quality of life.

Resident needs before developer profits

As your member of Council, Louisa will fight to ensure unchecked data center development doesn’t permanently destroy our communities:

  • Reverse approval of expanded East Alcoa site and establish

  • Moratorium on new data centers until state study can be completed

  • Lobby state to allow counties and municipalities to levy Business Personal Property tax on all data center projects

  • Demand robust health and safety monitoring and a designated environmental escrow fund

  • Negotiate for REAL community benefits- capital improvements paid concurrently through project lifecycle that provide tangible benefit

Address housing affordability from the ground up

Louisa will support humane housing policies for renters and homeowners:

  • Implement a Landlord Registry throughout Frederick County

  • Introduce rent stabilization and work to strengthen good cause eviction laws

  • Support planning and zoning that allows responsible investors and homeowners to add affordable units

  • Require new multi-unit housing projects to include Moderately Priced Units

  • Consult with communities to make use of state and federal programs to build income-driven housing

  • Support local programs and initiatives to keep homeowners housed through financial hardship.
